In 1981, President Harry Driver wanted to build a circuit to provide road safety training to school children. That year the club raised $10,000. It wasn’t until 1984 that Toowoomba City Council decided that the project could be sited in Groom Park.

Club members, working on a voluntary basis over twelve weekends, constructed some 780 metres of concrete, 1.8 metres wide, to form the track. The City Council undertook to provide the required traffic lights, to paint the traffic lanes, to supply the playground equipment and generally beautify the area.

On February 17th a working bee was held at Groom Park to assemble thirty push bikes which had been made available for use by school children participating in the Road Safety Training Program.

President Harry’s program has been running in Toowoomba since 1984 and since 2007 has fallen under the banner of Toowoomba PCYC. The full program consists of a two day course targeted for children in years 4-6, and utilises both theory and practical components to teach children how to ride safely on the road.
